I think this is victim blaming.
Yep. I get sick of this crap about thinking something is okay because the victim should know better. That 'because' is a total non-sequitur. It doesn't matter whether someone should know better or is careless or not, it doesn't make it right and it doesn't make it the victim's fault. If someone victimizes themselves and people take advantage of that it doesn't make it okay for them to be exploited and it doesn't make them less of a victim. Being foolish and careless and naive and easier to exploit doesn't make it okay.
And, again, the fact that it's not illegal doesn't change the fact that it's unethical and someone can be a victim of a legal immoral act.
TL;DR: If you are foolish and careless and naive and you put yourself in a position where it's unrealistic to think that you wouldn't be exploited in that situation it doesn't mean that it's unreasonable to think that you shouldn't be exploited in that situation.

Yes lol. Been enjoying free clips of the movie "Tight Anal Sluts" lately

Of course it is naive to take nude pics of ones self and not protect them better, but it IS victim blaming to say it is therefore her fault, or is therefore ok to look. Lots of people do stupid things every day, that does not make victimizing those people (even if you didn't steal the pics, but instead spread them around, or just look, it is still a kind of victimization) acceptable.
