Of course he can (and will). He can fire his entire staff once a week if he wanted to. There's nothing illicit about this.
By all accounts, Trump thinks he's killing it. He's surrounded by sycophants that know that they have to inflate his ego in order to stay around. I suspect that means John Kelly has a limited life as Chief of Staff, but he might be effective at sweeping out the chaos until he gives Trump an ultimatum about daughter-wife and The Great Fixer Boy and gets the boot himself.
