The same for being filmed having sex, you have to be over 18.
But when you're over 16 you can have sex, at least where I live.
It's like saying you can drink this beer but you're too young to watch people drinking beer over a computer screen or be filmed drinking beer.
Yes, the age differences from one country to another.
