When he said "I promise not to kill everyone in a flood again" you'd think the important part would be "not kill everyone". But to him, the important part of that promise is not using water the next time he commits mass murder.
Supposedly this will be the last time he does so, where he takes everyone who he convinced to worship him (the minority of the planet, so great "victory" there, buddy), and kills everything else. Then everyone who still exists lives in heaven, or New Jerusalem. He won't need to make a sign afterwards, because everyone will likely be stripped of their free will. Because you can't have free will without sin, as some theists like to argue.
