Emancipation -was- a military policy, Brian. Vile people misuse historical facts for bigoted ends. Even as Lincoln issued the proclamation - directly to rebel states, exemptions were granted for union controlled/allied slave states. Lincoln didn't free a single slave with that proclamation, he was not an abolitionist, he vocally opposed racial equality, and thought that black people should leave the country. It wasn;t the only reason for him having made that decision - but it was a compelling one. He did legitimately hate the institution of slavery, and that was -before- it threatened to bust the country in half - so obviously that was in play as well, as he presided over a war to keep that from happening...not, as we like to retell the story, to free the slaves.
