No Marinus van der Lubbe set that fire all by his lonesome. What the Nazis did though was to inflate one lunatic's act into a giant left wing conspiracy outlawing the KPD and effectively outlawing the SPD (by jailing all the major socialists) when there was no evidence they even knew van der Lubbe never mind supported him.
I think that's arguable, to say the least.
