It is a term with a long history, and its earliest known usage was in 1653. Edward Waterhouse: An Humble Apology for Learning and Learned Men: " that pu∣sillanimity and manless subjugation, which by many in our Age scornfully is called Priest-ridden∣ness as I may so say, their term being Priest-ridden when they express a man addicted to the Clergie." I've heard it most often in reference to the Irish, presumably because it's the most theocratic state the Anglosphere can be bothered to complain about.
