Apparently, it seems that unless they're old enough to remember us bombing Hiroshima first-hand, the answer is yes, though they can't vote in a presidential election or send people to Congress, but they can vote in primaries.
If think you mean the Mayor of San Juan, the video doesn't show her calling the dumbass out, it just show her asking for help, pronto. T.rump's response was idiotic and paranoid.
