My guess is the mayor just is over her head and unprepared for the situation. It's scary how important local elections are in some places given how arbitrary local elections seem like they can be.

Exactly. For all the current complaints about the lack of preparation in PR, it cannot be said that Houston prepared any better. I mean, it's known hurricane country, and still there's no zoning, which is the first layer of preparation for any urban disaster -- stuff like keeping residential areas and water supplies away from chemical plants and low areas, etc.
