Hell, 16-17 is still a child. Here in the UK that's a 'young adult' but a 'young adult' still isn't legally an adult. It's just they can go to the army at 16 or have sex legally. Still no alcohol allowed and they have to do as their parents tell them until they're 18.

Heck even Trump is a toddler... how old is he again?
