Bullshit.  The WLB was still a democrat when that bill was passed.  It allowed both parties to suck up to rich jewish scumbags while providing that the president could waive the requirement "in the interests of national security."

Obviously, 22 years ago they could not envision a president as fucking stupid as the WLB.  Even Bush the Dumber never failed to issue that waiver and before the WLB he was the stupidest sack of shit to ever occupy the oval office.
