As an illustration, I can remember reading about the Pitcairn sexual assault trials in 2004, and how there were concerns that, without the convicted men (who made up the vast majority of the labour force) to man the longboats (the isolated island's lifeline to the outside world; it should be noted that food has to be ordered from the mainland three months in advance), it would be a terrible blow for the island's other residents. Those men who wound up being convicted actually prevented other people from learning how to do so.

Saying something is common in a vacuum is meaningless. I can remember once getting into a conversation at my writer's group and somehow the subject turned to someone who went outside naked. I mentioned that someone getting arrested while randomly naked is actually a fairly common occurrence. My source is an internet news show called What the Fuck is Wrong With You? where most programs include someone getting arrested while naked. (that said, it seems there's a drought of naked crazy stories at the moment: the last proper naked crazy story was over a month ago, though the most recent one has a man wearing only underwear raging about a woman who stole his jeep.) Perhaps for a weekly news show, a news story most every week about a naked person acting crazy counts as an epidemic, and in the real world, a false rape accusation every three hours might not add up to much.
