On a full scale maybe...but doesn't universal healthcare, for example, apply that concept?
It's not necessarily even fully socialist. Some countries keep private hospitals, doctors etc. while having the tax money pay for everyone's health care. Socialism advocates for the means of production and distribution to be socially owned (though often not completely). Communism seeks to do away with private property altogether, let alone private hospitals and doctors.
