So yes the comic is accurate because that would be the result of defunding the organization .Which they want to do.
If they where no longer allowed to do abortions, then I for one, would have no problem with funding the organization. And I would think that this would be a common opinion.
Otherwise, I say give the money to someone who is in the business of saving lives (not taking them).
