For better or for worse it -does- matter to legislation. My sears 22 is an assault rifle just like a brass cannon is an MLRS, lol. If we want it to stick we have to get it right and can;t make excuses for laziness or ineptitude in language or we're just crafting the next loophole.
As catholoo noted(ish), if it -can- be bogged down or obstructed by semantics it -will- be. We need to say what we mean, and..for a refreshing change...mean what we say.
