About the "meeting God" thing, that is a guess of mine, but I would never say that as some sort of claim. It seems to be what would make the most sense, based on my understanding of certain things, but I could be completely wrong on that. And I'd rather no one take my word on it.
As for your question, I have no idea. All I can say I feel confident about, is that Hell is the free decision to turn away from God. What exactly that entails can only be speculation.
