Ok, maybe someone can explain this too me.
Just now I went over to see if the meter had been installed. Not yet. Ok, but there was a yellow county permit taped to the inside of the screen door. I didn't notice until today, that it used the word "Lien" on it, and named a bank or financial company I never heard of. How can there be a lien on it if I paid cash in full?
