I suspect Putin staged this to show he could reach into the closest US ally and key MATO member and kill random  National of that country without consequence and  without America offering meaningful support to that country. He probably timed this to coincide with the upcoming trumps visit to London and meeting with Putin,  so that it is clear to all the world that Britsin must have pressed United States to no avail for support against Putin for an attack on British nationals on British soil,   And still Trump did nothing except to curry favor with Putin in Helsinki later. I suspect Putin intentionally did this to put a chill in the hearts of the Baltic republics, Poland, As well as to shatter the credibility of America and NATO as protection against Russian expansion.
