I suspect he is just lying. But I could be wrong.

No, you don't need a photo ID to buy groceries.  But I don't think it is a 'lie' as such, not in the sense that it was a statement he made while knowing it to be false.  I think he believed it when he said it, it's just that he's just so hopelessly out of touch with real life.
