Because Apple wanted to enter the very large and lucrative phone market. If they marketed their first iPhones as small, portable computers, they'd be competing with their own products, like iBooks - and many people still wouldn't be interested. Since the late 90's everybody needs a mobile phone, many people use multiple, or upgrade to the newest model every year - of course you want to sell expensive toys to them, rather than to computer nerds.
