When talking about the meaning of a phrase, semantics is what is actually under discussion, the meaning of what's being said. Atheism encompasses both those who believe there is no God and those who merely lack belief that there is a God. It's a matter of degree of certainty, and it ranges from 'I wouldn't be surprised if there is a real god or God but since as far as I know there isn't, I don't believe' to 'I think a god or God is very unlikely but possible', to 'all gods are made up, there aren't enough decimal points to express how unlikely a god is' to 'no way is there anything that fits the 'god' or 'God' description, there absolutely is no God'.
Those semantics have words to fit those descriptions you left.
atheist:
a person who disbelieves or lacks belief in the existence of God or gods.
the definition provide no such special dispensation for varying levels of belief. what you are describing with varying levels of belief is a form or deism where God maybe so detached from his creation there is no proof but the idea of a creator or engineer makes more sense that order out of chaos.
