No no; it just orders women to give men their rights considering that men mostly are responsible for the economical part in a relationship, it tells women not to cheat on the husband when he's not present; then goes on to give the husband 3 rights which are:
1-Lecturing the rebellious wife
2-Abandoning the rebellious wife in bed
3-Beating the rebellious wife
It's assuming that both parties are already Muslims, and both parties already believe in the "eye for an eye" verse.
Feminism has no place in the Quran. It's a book from a real God, that gives women the treatment they deserve: the treatment of humans. They are human; not children as feminism tries to teach us.
There are many punishments in the Quran that involves men and women alike -like adultery-:

(2) The [unmarried] woman or [unmarried] man found guilty of sexual intercourse - lash each one of them with a hundred lashes, and do not be taken by pity for them in the religion of Allah, if you should believe in Allah and the Last Day. And let a group of the believers witness their punishment.
So we know it's not really about gender.
