It can't be both! Not sure you understand what all knowing is.

He knows all of space-time including every thought (intentional and un-intentional).  He even knows all there is to know about the infinite heavenly realm (described as paradise according to Jesus).

No, there are times where He chooses to step back and see what happens.  For instance, He let Adam name the animals.

If he's "making choices", then before the choice, he doesn't know what he's going to do, and is not omniscient. 

"Making choices" is a linear, temporal concept. It appears your deity's environment REQUIRES time. 
If it exists in a temporal environment, and requires it, who created what this deity needs, by definition.

He is and always was.  He knows all and He is all powerful.  He does make choices and judgments on the razors edge.
