If he's "making choices", then before the choice, he doesn't know what he's going to do, and is not omniscient.
"Making choices" is a linear, temporal concept. It appears your deity's environment REQUIRES time.
If it exists in a temporal environment, and requires it, who created what this deity needs, by definition.
