I think it is certainly sufficient to explain the deviation. Where the quibble comes in is in deductions about secondary phenomenons associated with outgassing and whether these are observed to corroborate the outgas hypothesis. There is certainly reason to believe these phenomenon can be associated with outgassing. But the unknow is how probable are the outgas events that do not exhibit these secondary phenomenons.
I think natural outgassing events that do not exhibit these secondary phenomenons are vastly more probable than alien probes.
