I haven't been to Britain since the 1980's. I visited London twice while I was stationed in Germany.
Back then it was a decent place to visit and you didn't have to stay on the tour to have a good time. I'm not sure that's true anymore outside of the more popular areas. I hope it is, but what little international news I see in my daily news feeds doesn't compel me to want to visit again now. Even so, I have to wonder if the news we get from Britain here is even remotely accurate. Just last spring there were reports of a fairly dramatic rise in knife violence in England and Wales. By October The Independent, which many people seem to think is not a great newspaper, was reporting the situation as record assault/sexual assault levels.
I'm sure it's fine if you know the local customs and places to avoid. That's pretty much true everywhere though, isn't it? If I were to visit today, I'd still go off the tour, but I wouldn't recommend it to most people based on news reports. I'd be very anxious if my children did...
