We don't have a formal process for deciding things on Slack. This was my idea, a solution to something that was becoming an issue. Getting on #random and seeing a wall of news quotes was getting to be too much.
More than one person had expressed their dislike of the news feed in #random. I repurposed another channel so that we could keep #random reserved for conversation. Invite people to the channel you want people to discuss with, and do it there. Or slow it down a bit.
Or don't, just know people dislike it. It's not a rule. It was a request by me on behalf of other members.
