I don't like the procedural stuff. I don't think I've ever seen DS9, so I'm not sure it's as procedural/less serial than TNG or TOS, but if it is, I wouldn't be into it as much.
There are arcs in DS9. It came at the same period when shows with story arcs were first being made*, but it was still largely episodic.
*I would say, outside soaps, Babylon 5 was the first main TV show to have an arc or series of related arcs as its narrative core.

Not directly, no.
But it has been speculated that the character "Trelane", I think it was, was a member of the Q.
Doesn't wash Trelane had a mammy and a daddy. Outside of Amanda Q, Q's don't.
