As for "tow" vs. "toe," my impression until yesterday was that they are both in common usage, because they both make sense. "Toe the line" means something like step up, or stay in line with the party. "Tow the line" could be seen as doing the work-- i.e. pulling the party forward with an insistence on promulgating its ideas.
But in this case I got lucky, and it turns out that a guy who was treating me in a deliberately insulting matter was just dead wrong, and in a particularly embarrassing way. Nice break for me!
