Do you see the word exonerate is a verb? this means the word does not have tobe employed in the actual act. the word describes the act of exoneration meaning all the report need do to exonerate trump is free him from suspition of rong doing concerning the charges brough against him!

There is nothing more to argue here! the defination of the word fits the paragraph in the mueller report that free trump and or his staff for any wrong doing russia and the election.

" IT ALSO DOES NOT EXONERATE HIM" <------ direct quote from the summery itself. AND THIS WAS A SUMMERY, NOT THE FULL REPORT ITSELF.
What Mueller signed off on, was saying this cannot be put to bed right now and outside Russia, there is enough there to be concerned about. That leaves the door open for state charges that the feds cannot stop from proceeding.
There was more than one issue the summery was addressing.
