It is a very typical tactic even in advertisement.
Say you see an add on TV for a "discount" and you go to the store to buy it, but because you didn't have a purple squirrel in your wallet singing "Hello my baby, hello my darling, hello my ragtime gal", you didn't read the fine print so you don't get the discount. Still a huge difference between legal and moral, and Mueller was leaving the door open for the moral ethical aspect of the full report.
Ever see those "BUT WAIT, ACT NOW AND WE'LL DOUBLE YOUR OFFER, (Just pay separate processing fee.) Or, "Buy these testosterone supplements" when the fine print says it is a recurring monthly charge on your credit card if you don't write a physical cancellation. Trump and Barr know the fuck what they are doing in blurring that line. Mueller is the only real honest player in all this. I simply see him as having his hands tied.
Think about it. 45 long before he took office, used courts to bully people, because he could easily drag out lawsuits knowing the people he ripped off were not in a fair fight. Only an immoral fuck would rip off university investors, then brag on national TV after the jury only made him pay a fraction of what he took. Legal? Maybe, ethical and moral, FUCK NO.
So if you want to argue that what Barr did was "legal" that still does not change that Mueller was leaving the door open on ethics.
It makes no sense to me if one spends years screaming "I am innocent" knowing that just on issues of pay offs his story changed. First it was, "I didn't pay anyone off", then Rudy comes along and says, "it was a retainer" , then goes on to say, " yea he did it, but so what, it was legal."
Then there are the lies about the meeting, the lies about the Moscow Tower, so it wasn't just about paying off porn stars or firing people.
When you are innocent, you simply don't lie about everything on a daily basis like Trump has. Your story does not change from day to day. As far as the Russia aspect of the full report, one could argue no crime was committed, but Trump's behavior regardless was like joking about a bomb at an airport. Even on that, Trump invited that scrutiny with his behavior. The obstruction aspect of the full report is still a separate subject and still part of the "not exonerated" truth.
