You'd have to wonder who made that quote, because while every particular if it is individually true, it gets the whole of human experience completely wrong.
Yes, we have no outside will or purpose imposed upon us. It is what we make of what we're given which gives us meaning and purpose. It is up to us, our society and our wider environment to shape meaning out of our lives.
