Acrobat, what is the meaning of, "You do not have because you do not ask"?

Or, what is the purpose/meaning of this text?

"Is anyone among you sick? Let him call for the elders of the church, and let them pray over him, anointing him with oil in the name of the Lord. Does "You do not have because you do not ask" mean "You would have had anyway, even if you didn’t pray, since God had a plan and your prayers don’t matter.” Or, does prayer cause things to happen that wouldn't happen if we didn't pray? Or do you have another take?
