IF you are not wearing a man dress you will be fined and seem 'queer' to the MEN wearing dresses!
But there's nothing in the OP requiring the wearing of a thawb (what you bigotedly call 'man dress'). Lots of Saudi men were trousers, and the government is perfectly OK with that. The restriction is about exposing skin, it has nothing to do with sexual preference.

They are ok with a man wearing a dress but not shorts! HaHa that's funny because their culture is different! get it? in this culture a man wearing a dress is gay, while in theirs men wearing shorts is gay, but a men who where dresses are not!
lighten up the time of the over zealous politically correct self righteous douche behavior is over. The pendulum is swing back the other way. In that it is ok to to see observe and comment unfavorably in certain instances (Especially when a culture oppresses basic human rights in favor of archaic and tightly held bigotted cultural beliefs) on political and cultural differences. in this case oppressing people who wear shorts... or did you only think that worked for the left?
