We don't have that many bikes, but this Lime scooters thing (https://www.li.me/about-us) has now taken off here and they are everywhere downtown. Like your bikes these are being ridden like they own the road/sidewalk. It's only a matter of time till there is a significant injury.
We have those as well. First time they did a trial here, I witnessed a dumbass going the wrong way down a one way and plow head on into a car.
Unsurprisingly, people have taken to dumping the things in the river
