It sounds like law enforcement needs to start writing more tickets to bike riders - or anyone else - who isn't following the rules of the road.
A guy I used to work with came in one morning all cheesed off because he got a ticket for running a stop sign. My response- don't run stop signs! His main problem was that it counted as a moving violation. I've given up riding my bike in my city because people either don't care or don't pay attention. I was lucky that I only got hit on the handlebar a couple of years ago, and the asshole didn't stop. Probably didn't even notice. I always stopped for stop signs on my bike but most people seen to think that they don't have to.
