It sounds like law enforcement needs to start writing more tickets to bike riders - or anyone else - who isn't following the rules of the road.
Congestion isn't the problem. The problem is there is no room for the bikes on the road. There wouldn't be more room with fewer cars. The cars stay in a line (in some places). In fact, more cars would make it safer, since you can't go faster than five miles an hour without risking killing some idiot.
