It sounds like law enforcement needs to start writing more tickets to bike riders - or anyone else - who isn't following the rules of the road.
A guy I used to work with came in one morning all cheesed off because he got a ticket for running a stop sign. My response- don't run stop signs! His main problem was that it counted as a moving violation. I've given up riding my bike in my city because people either don't care or don't pay attention. I was lucky that I only got hit on the handlebar a couple of years ago, and the asshole didn't stop. Probably didn't even notice. I always stopped for stop signs on my bike but most people seen to think that they don't have to.
Yeah, riders don't seem to think there are rules for them. They just behave as if they're on foot. Maybe if people needed a permit to ride their bikes in certain parts of the city, it would result in more cyclist education.
I'm all for getting more cars off the road. We just aren't equipped for cyclists.
