Point is, the 40 Acres and a Mule program did not end up happening as planned. Whether it was Andrew Johnson reneging on a promise or many freedmen not wanting to be moved to Latin America, hardly anyone actually ended up getting it. Why didn't many leave? Because it was all they knew and going to another place where things might (key word being "might," implying the possibility of failure) be better was a bigger risk than trying to change their own culture to treat them better. And before you treat the colonisation of Liberia as a success, between the major cultural clash between the former slaves sent there and the natives, and the fact that, well, a group of people conditioned over several generations to be field hands might not be the best fit to found and lead a country, it wasn't really that.
