By some legislative miracle, you PERSONALLY are give the authority to create new firearms laws in the US. You can't be overruled by any branch of your government on any level, and the laws you make can only be rescinded by plebiscite (say, 75%). You can create any rules you like regarding weapons types, ammunition, waiting periods - all of it (the only thing you can't do is completely eliminate the right to buy firearms).
NOW: What specific rules would you put in place that would allow a gun shop owner to refuse a sale to a particular person who doesn't seem upset or agitated and who has no serious criminal record?
