Try to understand this. Byrne is NOT a member of the Intelligence Committee. This was a meeting OF the Intelligence Committee. It makes no difference who was being deposed - Byrne had no right to be there.
Again, the House has the right to conduct this inquiry in any manner they see fit. No House vote is required to make this investigation official. Show me where in the Constitution it says otherwise (I'll save you some time - you can't).
