When non-Brits say "British accent" they are referring to received pronunciation, also known as the Queen's English. It sounds nothing like the Welsh accent, Scottish Accent or Irish accent, so they should really call it an English accent....except that wouldn't make sense due to the fact the language is...er...English. It should therefore be universally recognised that every other regional and national accent is the accent (eg - American accent) and, in fact, only received pronunciation is FREE from an accent, in the English language.
