A person's actions are mainly the number 1 pointer to their motive. For example, killing "Sulaimani" just when thousands of people expected that the rash, scared-of-impeachment Trump would do such a move as soon as the hammer of impeachment falls over his head.
A fact of life is the person exposing their motives through their actions.
I don't think this is an accurate assessment. If Trump planned to kill Soleimani because he was afraid of impeachment and thought it would help, why didn't he kill the general before he was impeached?
