Trump is the definition of a narcissist, so he has to find a way to give himself a pat on the back in every situation. I honestly think that the most stressful part of this pandemic for him is that he can't have his rallies where he has a huge crowd of people all cheering him on. I mean, yeah, ordinary politicians still try to dodge blame for their mistakes, but they still worry more about the problem at hand than they do their own popularity.
I actually think this is more why he wants to open things up: he wants those large crowds of admirers. He needs that ego boost every so often.
