Yes, they’re not condemning the protests, they’re supporting the protests and urging people to take proper precautions. If you’ll read what you pasted and make a valiant effort to understand it, the letter is saying that even though the protest increase the risk of a spike in COVID-19 cases, it’s important that the protests continue.
