Cops target black people just like they target poor white people. You don't target people that can defend themselves. A cop has to show he is producing arrests, citations. This is a performance report that is looked at each month. At the end of the year his raise depends on his arrests, seizures, citations, how many lives he has destroyed. Eventually his pension will depend on these numbers if he remains a cop long enough to collect.
The lowest hanging fruit is gonna be a black person generally speaking. You rarely see cops fuck with people in well to do neighborhoods even though recreational drug use is just as common.
It's simple, if you drive a pile of shit vehicle, if you live in a dump, if you dress like a slob, if you have a bad attitude towards cops, you will and can become a target for LE.

The question is do people need to have police that have received fear based training, do they need to be out on the streets fucking with citizens, escalating every situation? Why can't we have cops (if we are forced to have such a thing) that remain at their station and are only called when a citizen calls for help. Do we need them patrolling and intimidating citizens, do we need them scanning vehicles with radar to stop them and to call in a K9 to sniff a car and perform a false alert so the cops can violate your 4th amendment rights.
Ultimately the problem is the police state that was started under Nixon, we have filled the prisons to the brim for victimless crimes, largely drugs. These people need medical help getting off this shit, or mostly they just need to be left alone and will quit on their own when the side effects are so bad they get tired of feeling like shit. What they don't need is to be arrested, sentenced to rot in a cell and then released with a lifetime record that documents and places them on the electronic plantation so they can't find a decent job, education, affordable housing ect.
