I referred to people helped by cops, not by everyone not killed by cops. I was implying that most cops are good cops.
As I've said before, it's not a good cop/bad cop issue. It's a police culture issue. Good cops don't rat on bad cops, and are ostracized (or worse) for trying to stop bad behaviour by their colleagues.
