What if the man prefers to keep beating her up, and if he refuses to get divorced?

Then law enforcement should be involved to enforce the separation and arrest the husband for violating an official contract

But Allah doesnt seem to bother. Settle ment and divorce are optional , as you just showed.
Anyhow....Sura please, where the Quarn says law enforcement should be called.
