If two officers genuinely mistakenly believed a innocent person Imminently threatened both their lives. One shot the innocent person dead, the other fired randomly to scare the innocent person but hit a school bus instead.
I can see why under this circumstance the cop who shot the innocent person dead is less culpable the cop who shot a school bus even if no one in the school bus was killed.
The cop who killed the innocent person did a thing that was justifiable within the Genuine mistaken perception of the situation.
The cop who shot the school bus did a thing that was reckless even within the genuine mistaken perception of the situation.
