At most, detention centres should be used as a transfer point while the kids are placed in something along the lines of group homes. A web search informs me that when a child is taken from an abusive home environment, the average time to place them in foster care is about 48 hours. Other than callous indifference, I can’t see any reason why an unaccompanied minor should be in a Carrizo-type facility any longer than that.
